Draxler has mixed emotions about 14th Amendment A conservative Utah legislator, Republican Paul Ray of Clinton, says he will sponsor a resolution asking Congress to end birthright citizenship. Ray wants to change the 14th Amendment so that children born in the U.S. are not automatically made citizens.
